I can't remember exactly who recounted the story to me, but they had the same 'soaked core' problem on their Blackwatch. This owner cut rather 'large' holes in the rudder shell, and with an assortment of self-designed scrapers, removed all of the soaked material. After a lenghtly drying out period, the holes were glassed closed, and non-hydroscopic construction insulation expanding foam(i.e. Great Stuff) was sprayed into the empty shell. after this cured the final hole was glassed closed.

This is second-hand info, but it sounded like a plan to me.
