That is very curious!
I assume that we are not talking about the joint between the hull and the lead keel and I wonder, is it possible that some small area of your keel has been filled and covered? Perhaps due to some void left during casting? Or pehaps the entire keel covered as part of a particlularly thorough fairing project?
On my keel the joint between the bilge and the lead keel is faired and glassed, but the rest is paint over lead. I have inadvertantly tested this when I sanded the paint off in a couple of spots. I have also had to repair a spot near the bottom of the keel (due to a particularly exciting grounding). No glass anywhere.
