head floor rotted

I knew that the head needed rebuilding when I bought the boat, but since I had never done that, I pulled the Head-Mate out to work at home. Naturally, the floor under the head is rotted. I do not know the extent of the rot, just that the screw holes are mush. Does anyone have experience with this? There is no apparent access to the underside of the head support box, nor does there appear to be enough room for an access port large enough to work through. I am hoping that I can drill out the holes large enough (hole saw?) to put epoxy plugs into good wood, but how do I prevent the epoxy from just draining out the bottom of the holes? Thanks for any ideas or stories.
