Epoxy Plugs

I haven't seen what you've found but I don't have a lot of experience with other C27s.

As far as the plugs are concerned, you could make the holes irregularly shaped so that you could slip a piece of plywood in through the hole as a backer. If I were doing it, I would start by epoxying the plywood backers into place. I'd epoxy them in and, to hold them up against the under side of the hole, I'd clamp them in place with a bit of dowel or a nylon machine screw and a cross bar. I could make a sketch if you want.

After the backer is glued in place, the dowel or machine screw could be removed and the recess filled with thickened epoxy.
