Amory, I just finished writing a long response and lost it. Anyway, I had the same problem but not as severe. I would recommend cuting out the fiberglass skin around the affected area, correcting the problem and epoxying the skin back down. Removing a larger area in a symmetrical fashion will aid in final appearance. There is a great website called the "plastic classic forum" that I would recommend for more information. An angle grinder would work to make the cuts but a fein multimaster would give a cleaner result. drilling several exploratory holes around the suspected perimeter will tell you if you are removing a large enough panel. reusing the skin will minimize the work neccesary to finish the job and allow you to use epoxy for the repair (preferable). Make sure that the deck has not dished out in this area. This has been a problem for other people in the past. My other response was more detailed but it is gone. Allen
