I don't know what year your boat is, but on my 1975 I just started rebuilding the deck under the mast step. I found that there are 5 layers in this area: outer fiberglass skin, 1/4-3/8 plywood, a thick layer of resin, inner plywood, and inner skin (I don't know if thats actually skin and cabin liner or just cabin liner). I confirmed with catalina that they use a resin layer between the plywood layers. I don't know if this extends out to the foredeck, but it might.
You might want to consider removing your foredeck cleat so you can measure exactly how thick the foredeck is from inside to outside. This would allow you to plan how deep to drill from the inside without penetrating the outer skin. Rebedding the cleat shouldn't take much time at all.
