My rudder had a bunch of cracks in a star shape, so I stripped all the paint off and sanded it down. They seemed to be very superficial and not structural, so I just covered with a layer of epoxy and then painted.
If it seems to be a real structural crack in the skin, you might want to drill a hole at the very bottom of the rudder to let any moisture that got in drip out through the bottom, where it is likely to have collected, then fill the hole and the crack. You could consider wrapping the whole rudder with an additional layer of fiberglass and epoxy too.
