Personally, I would drill into the deck past the interior liner, and embed the inserts in epoxy filled holes. Wet the inside of the holes with raw epoxy first and then epoxy thickened with cabosil to a peanut butter consistency will stay in the holes. Heavily wax some bolts and thread them into the inserts and you can use the bolts to position the inserts where you want them. When the epoxy cures, the bolts will easily come out of the inserts. Be careful not to get any wax on the outside of the inserts.

I agree that through bolting would ultimately be stronger, but IMHO, not enough to warrant having to deal with finding a clean way to hide the bolts on the foredeck. If you decide later that you want to through bolt, you can always drill out the inserts all the way through the deck with a small hole saw and give it a go.
