Cut beveled rabbets on the top and bottom edges so that the parts will overlap and shed water. The top of the top board should have a bevel on it also so that the hatch will slide over it. I did a quick sketch of the center board. The view is from the back. The rabbets top and bottom weren't drawn with the bevel in the interest of time.
