I think the cleats will be about even with the midline. I got the cam cleats and risers from Catalina Direct. The winches are Barlow, non self-tailing; I assume they were original.
CD didn't offer angled risers online, so I assumed the "flat" ones were o.k. Then I noticed another C27 using angled risers under the cam cleats, but it's more of a racer. Not sure if that makes a difference; anyway, I'm not racing. I do want the ability to trim the jibs with greater ease, though, than using the old horn cleats--they take too much time. Sure, self-tailers would be easier still, but a new set would run nearly as much as I paid for the boat!
Thanks for the suggestions about mounting them in larger, epoxy filled holes, and bedding compound. I thought this was a bigger issue if the bolt holes opened into the cabin, but I guess any water getting through would weaken that small part of the deck/top of the coaming.
