Paul, you should be getting a little water out while it is warming up as there is a bypass in the thermostat. The thermostat is supposed to be set at 140°F so until the engine reaches that temp it should be recirculating most of the water. If you aren't getting any water out of the exhaust, I would check the pump to make sure there's an impeller installed.
Is the water cold? Maybe you haven't run the engine long enough? Does the temp gauge show any rise in temperature?
