Your photo shows the connection to the chainplate and is standard.This area should be recaulked frequently as it is a prime source of leakage and bulkhead rot. The chainplate proper is below deck and bolted to the wood bulkhead. Not an ideal design but reasonably effective. On my boat I have added a matching steel plate on the opposite side of the bulkhead to prevent the bolt heads from sinking into the wood as you tighten them
