Picnic Cat rigging

There seems to be a good site to get some info about the picnic cat. I just picked up my new (2004) picnic cat that looks as good as the 2008 in the dealer's showroom. The sail outhaul is tied directly to the padeye that is built into the stern end of the boom, so that it cannot be adjusted unless the outhaul is untied and retied. There's a cheek block on the starbord side of the boom and a horn cleat forward of that. It seems that the outhaul should run through the cheek block and fasten on the horn cleat, but the clew of the sail extends slightly further aft of the block? Where should the outhaul be fastened?
