Help On Sun Cat Rudder Thingie From Hutchins.....

Sight unseen, I ordered a Hutchins rudder "handle" through a Compac dealer. The order was botched and had to be done in two parts, but I am still not sure (1) what the heck I am supposed to do with these parts and (b) whether there are still missing parts.
I was sent a bent, curved stainless steel rod about 3 feet long with a sort of handle at the top and a welded bottom fitting with a hole through it, a black plastic thingie, and a smaller stainless steel thingie (the holes in the two match). However, the dealer, in replying to an e-mail I wrote, said to install the whole business with two clips (????) and with a hole bored in the rudder (exactly where?).
I am at a loss. The 3 foot bent, curved S/S rod, however, is useful for pulling the leaves out of the gutter near our master bedroom bathroom window.
