Sun Cat fouled peak halyard

I was sailing in stong winds this weekend with a reef in the main. The peak halyard became fouled when it twisted around itself. I could not raise the gaff all the way up. I lowered the sail, turned the swivel block on the gaff to get the twist out of the lines, but when the raised the sail again, the twist occurred again. Any solutions to this problem? Can a fixed block rather than a swivel block be used on the gaff? Thanks for the suggestions.
