To install a heavy duty stainless hinge to the top of the tiller a little inboard of the transom? This might allow you to stand up and steer. I can't remember how long the tiller is, though, and you might not be able to get the length you would need to stand up and hold the tiller.
Thinking a little more, it would be possible to hinge the tiller by using stainless plates each side of the "hinge" area of the tiller and have a much stronger fitting than a regular hinge. If you cut the tiller right, it would not drop down below where the solid tiller sets now.
Before I cut up my nice tiller, I'd mock one up out of cheap pine to see if it would work.
