Sun Cat issues

Just getting accustomed to my new used Sun Cat and I am having a few small issues. I am having difficulty getting the sail all the way up. There is probably about 2.5 inches of peak haylard to go when the gaff goose neck appears to bind. When the sail is in this position, the boom hits the boom gallows on tacks. I have lowered the mast, cleaned the track and lubricated with a silicone marine lubricant, but I still cannot get the gaff to go all the way to the turning block and the boom still hits the gallows. Any suggestions? Also, is the boom goose neck supposed to be above or below the mast hinge? Right now, it always ends up below the hinge. Overall, I am very satisfied with the boat's performance. Very dry, very stable, and because there is often a good breeze on the Barnegat Bay in NJ, the boat moves along nicely. Thanks for any input.
