Swing Keel Locking Hole

Hello I heard that you can lock your keel on a CM26 & was wondering if the 3/8" hole in the forward section of my keel housing may be for just this purpose. The hole goes straight through both sides of the housing when looking at it from inside the boat. The previous owner told me water never came up that hole into the boat, but it sure seems strange to have a hole open to the sea inside the boat. See attached picture.
