That is in fact where you would run the bolt to lock your keel in place. There have been many discussions about them on this site if you want to search the archives. Many mixed opinions on them. Mine was filled in by the previous owner as it was very leaky. I have also noticed that the previous owner removed the bolt and pulley for the keel winch cable and filled in that hole. I have since replaced the winch cable bolt as the cable was sawing into the tube and just about to start sawing through the hull. Check on that if your keel locking bolt has been glassed over then they may have glassed the other as well. If you decide to use a bolt to lock your keel in place, make sure you use an adequate washer and gasket similar the the ones used on the keel pivot bolt or you may get a pretty serious gusher.
