Sometimes it helps to actually see what you're dealing with, so here's a photo of what's going on at the top of your swing keel. I later filled in the lockdown hole in my keel as well as the matching holes in the trunk.
Mike makes an excellent point about the need for intentional weak points in that lockdown bolt. If you just stuff a regular bolt in there, as my P.O. did, and then hit something, as my P.O. did, you can wind up with a bent and twisted mess in there that will only come out with copious quantities of hammering and cussing. That's assuming you didn't rip open the trunk, of course.
As others have suggested, a trip through the archieves will prove rewarding on this topic as well as many others.
