Hi, I'm not sure about the year. 1971 seems rather old for hull #291. I owned #53 and it was built in '71. I now own #179 and am sure it is a '72. The best way to check if it is a '72 or earlier is to check the hull # on the transom. If it has a long # starting with CLM it is most likely very late '72 or later. Law changes required every boat to have a hull identification number that is 13 or 15 characters, or something like that. Anyway any info you can find out will help you piece your boat together. As for the swivel cam doohickie? look for a place on the hull where there are holes matching your part. That looks like the same setup I had on my San Juan 21, the mainsheet was set at the end of the boom, and the swivel was mounted to the cockpit floor.
