the locking pin may have been filled in by a previous owner when they refinished the keel. Before you drop the keel, mark through the hole in the trunk so you have some idea where to 'dig' to find the hole.
Make your shims as large as possible and 'squarish' to fit the forward end of the trunk. That way they won't turn when the keel is raised and lowered. Stick 'em on the sides of the keel with some sticky caulk to install them. They don't have to stick permanently, just long enough to do the install.
We used a couple of those polyethylene cutting boards. They are available in a few different thicknesses and if you look around you can find a couple that will fit just right. And both sides don't have to be the same thickness either!
