Hi Leroy, you would be correct. It should be what is called a brake winch,
basically a friction plate assembly that is spring loaded. You turn it clockwise to raise the keel and counter to lower it. Designed to hold the load in any position. But however some folks don't do that, they put on a regular trailer winch, which rachets both ways and has a release lever to change directions. Not a good idea on the keel, if the lever breaks or disengages the whole keel will drop very fast, possibly breaking hand or wrist not to mention damage to the boat false bilge.
