What is this?

This little metal winch-looking device is on the very front of the bow of my CM 26. It has a steel cable coming back toward the cockpit along the starboard side of the boat. At the end of the steel cable it has about 12' of cord. There is a catch device (I don't know the sailing term) for the cord. I do not know what this is for? Thanks for the info.
