Towing to San Carlos-less hassle?

I will be towing my Chrysler 26 sailboat down to San Carlos in early March and heard that the "free zone" now extends to just south of San Carlos. I am not really sure what this means in terms of needed stops, paperwork and tourist visas: Does this mean that no major paperwork will need to be done on the way down to San Carlos. Will I need to stop at the border, or at Kilomeeter 22 now to clear in? Will we need tourist visas in San Carlos (the ones that normal cost $22/person). Thanks for filling me in on this new situation.
