You still have to deal with the lights at the border, that is a Mexican customs thing, but you only have to stop at KM21 to get a tourist permit. Any travel south of San Carlos I believe you will need a permit, but I don't know where. I agree with Rick, I only stated the law. I am going to San Carlos in May, and my whole crew will hve passports.
