Those red-green lights are running in a random basis (more greens and few reds) and you must stop for inspection if the light is red and go if the light is green. If you dont stop for inspection in a red light you will be stoped and the inspector will assume that you are bringing or hiding something not allowed in Mexico. (firearms, etc)
