Yes you still have to have your tourist permit stamped when you enter Mexico. (even it you have it filled out in the US) That is done at KM 21. The only thing "free" is that yo do not need a car (import) permit if you do not go south of Empalme. If you go south of there, all documents are required. If you have a lien on your car, you need a notarized letter from the lienholder giving you permission to take it to Mexico. In Sonora you still have to declare to customs what you are bringing into Mexico. Either by getting a red light at the Aduana/Customs or by voluntarily self declaring there.
