As of mid-December you do not need import permits anymore for travel North of Empalme (which the town just South of Guaymas).
This is true if you cross at Nogales and stick to hwy 15 which runs all the way down to San Carlos. There are conflicting reports that the folks at other border crossings haven't got the message on the rule changes regarding permits. If you want to leave the boat in one of the marinas, there is some disagreement on whether they will want you to have an import permit or not. Best bet would be to call Marina San Carlos (see below) directly and ask them (http://www.marinasancarlos.com).
If you take the boat South of Guaymas you will need an import permit. You can get a free 10 year import permit (TIP) at k21 just pass the border at the Aduana office. You'll need your "original" registration and stuff.
As for cruising grounds, check out the San Carlos section of www.cruisecortez.com. Also, buy Gerry Cunningham's San Carlos guide book (www.gerrycruise.com), tons of great info and charts. If you launch at Marina Real, you can explore Bahia Algodones, which is a really nice bay. If you launch at Marina San Carlos, you can visit Martini Cove and explore the area south of the Bahia along Playa San Francisco.
Most of the other bays/ancorages are north of Algodones. Marina San Carlos There are like 40 anchorages within a 50 miles stretch.
