The immigration person said return this 7 day visa upon leaving the country. I returned it at Nogales. I have been living and traveling throughout Mexico for 40 years and know the crazy rules. You don't have to follow them and only once have I had my visa checked, but computers are in Mexico now, you want to be hassled or pay the $21, fine...
