(Doug C.) Doug, I talked to the Sail Boat Shop owner who has made that trip, he gave me a video where he taped a Killer Whale swimming through Puerto Refugio! This was several years ago. Also, a very large shark. He didn't think being totally legal was necessary for this type of trip. He said he tried to be legal but that the port captain was drunk, and went on his voyage anyway. While on that trip, some Federalis were there looking for some mexican poachers, and the only thing they asked for were fishing licenses. I remember that the "Despacho" is the legal paper that Safe Marina will advise you to get.
