Report: outside forum guidelines

I'm old senile and I know that recent changes have been posted but I can't seem to get them out of archives...so what are the latest requirements? I'll be putting in in SDiego, entering in Ensenada, then just bumming with no time schedule, so should I still avoid ports with port Captains? and what is required when I finially do enter ports with port captain, still have to cough up the bucks or do I faintly remember that is no longer required. I hope someone out there (Dusty!!!!!!) can put this all in a nutshell for me. Poor guys need to conserve bucks when taking off cruising for a year or so. Do I still have to clear all ports when leaving or just when leaving Mexico? Leaving in March. Still looking for another old sailbum to go with me. All my local sailbum buddies, they all got jobs, kids, grandkids, inconsiderate wives, or at least excuses.....My preference of a mate would be retired military like me....I get along with those people better than civilians..They don't get offended when you tell them like it is......Jim
