For years I took only a beach cat to Mexico.
We used it for goof off sailing, as a snorkeling platform, etc.
Make sure you have the proper U.S. registrations for the beackcat and for the trailer.
As far as the Kayak (or other small boat, e.g., row boat, paddleboard, etc.) is concerned, if it doesn't need a registration in the U.S., it doesn't need it in Mexico.
For a while, before I got my bigger catamaran, we used a very samll outboard on the beachcat and later, an outboard on our row boat, an 8 ft Walker Bay.
As in the U.S., if you motorize (gas or electric), it all of the sudden needs a different registration in the U.S. and also in Mexico , to be completely legal.
You'll have a lot of fun.
Watch out for the server tidal changes at the Puerto Panasco end of the Sea of Cortez.
