It is still winter here, it just snowed a bunch and I'm taking a momentary warm and tropical "cyber San Carlos break" from some actual cold office work.

Though I've never had this happen in all my trips to San Carlos...another site posted this and I thought it of some passing interest, worth sharing:

The observation was one SC policeman was thought to have pocketed the "ticket fine money" as a bribe.

"Sr Sergio Garcia, the comisario in San Carlos reminds the residents and visitors NOT to pay mordida.

Bribes to police officers are illegal and Mexico is trying hard to break away from this 'tradition'.

He asks that you report any inappropriate activities by the police officers.

If stopped, surrender your license and go to the police station and pay your fine.
