10 year import permit???

Hi and thanks for the help,
I am buying a Rawson 30 thats currently in La Paz. I have been told that if I get a letter from the PO authorizinng me as captain I can check out as a delivery captain and then check back in as an owner. If I have title and a bill of sale will this work for getting a 10 year import permit.? Any advice on this . The PO is canadian although that shouldnt make much difference ( I hope). Thanks for the help I am currently far from the Ocean remodeling the house that flooded the night I bought the boat so I can rent it and go sailing. -- Eric
