New License Info????

I know they've changed the In/Out Procedures now for cruising in Mexican waters but I just heard that they changed the requirements for the fishing licenses. Is it true you just need an individual fishing license and not one for the boat and dingy? Heard this went into effect earlier this year. Any info helpful.. Also, can you get a Temporary Boat Import Permit for 10 years or whetever it is at K-21? Thanks
