I was just thinking about one of my trips down to Mexico and where we stayed, when I read your question.
I've never stayed at a Pemex. However, we have stayed on the side of the road in a randomly picked location or a randomly picked beach area or a randomly picked very cheap motel, or off on a randomly picked dirt road of the main hwy or in a number of campgrounds on the way to Caleta Himalaya, San Carlos, Gerro Negro, Loreto, La Paz, Cabo Pulmo or Cabo San Lucas.
At night when we were very tired of traveling, we've even caught some sleep in the parking lot at K-mart in Nogales on the border before we went into Mexico or at mile marker 21, after we got in.
I'd be willing to bet they'd let you stay in the outer part of a Pemex parking lot. If they won't, I'd bet a couple of Coke from the cooler and few dollars gratuity would help grease the skids.
You probably know this, but traveling during the day is best.
Though we've traveled at night in many areas of Mexico, we try to make it a rule to only travel during daylight hours.
There are sometimes car sized pot holes and wash-outs, unmarked cows in the road, car and trucks that stop on the road to change a tire or a driver.
We figure daylight hours are "more friendly"; it usually makes for better scenery; unfamiliar places and things are easier to negotiate during daylight hours and it is much easier to change a tire or a bearing during daylight.
