I have always used DAN (Dicers Alert Network)Insurance.
http://www.diversalertnetwork.org/insurance/
They seem to be reasonably priced, established and reliable.
They cater to divers and diver related evacuations. However, they also cover those who snorkel and I believe, most anything related...which is most anything.
Since all of my sailing trips involve at least some snorkeling it works for me.
Check it out and see if it may suit your interest and needs.
Here's another possibility to get you started on googling the topic:

I think Vagabundos may also have some kinds of evacuation insurance or perhaps even your own US insurance company may have some info or the AAA (Auto Club).
Let us know what you find out so we will all benefit from what you discover.
