In Response To: reentry of US without passport (bruce weathers)

I have a friend who is married to a Mexicana and he goes all over Mexico all the time on his DL & Berth certificate. He refuses to get a Passport as long as he is able to travel all over Mexico. I've recently been trying to have him get one as he is going to be sailing with me out of La Paz for a couple weeks and I don't want any of his hassles rubbing off but I think he enjoys the hassle.....
