Mystery Cleat and Block

In the 5.2 diagram shown in the link below, what are the turning cheek block and cleat shown in the lower right-hand corner for (labeled parts 20 and 21)? They appear to be mounted on the centerboard trunk, but are not installed on my 5.2. With some added purchase, this seems like a great way to adjust the jib halyard tension from the cockpit, but it also looks like it would be tensioning slightly to port rather than straight down the mast. Anyone have these installed? Thanks - Bob V
