The class rules (and picture) say that the JIB measurements are Luff 4850mm, leech 4450mm, foot 2260mm.
The main measurments specified are the luff (6477mm), and three intermediate measurements from leech to luff: 2650mm, 2010mm, and 1170mm at 1/4, 1/2 and 3/4 height, respectively. The leech distance IN A STRAIGHT LINE (emphasis added) shall not exceed 6230mm.
Note that there is no measurement given for the foot and if you look at the diagram closely, you'll see that the measurement shown (very fuzzily!) is for the STRAIGHT LINE distance between the back of the clew and the front of the tack.
Now, if you assume that the diagram is drawn to scale (not a bad assumption, but I won't bet my house on it) and you measure the 2010mm line, you get 2". From that, you would expect the 2650mm line to be ~2 5/8" - which it is. Finally, the bottom "fuzzy" measurement is ~3" which would calculate to be 3010mm, leading me to my educated guess for that number in the diagram being 2999 not 4399!
As for you 4.6 guys out there, I'm afraid that these Class rules are of no help to you at all since they are specifically for the 5.2.
