Bailer / Centerboard sealing suggestions?

I could use some comtemporary suggestions on what to use to seal the bailers and the centerboard. The centerboard had some dried and cracked compound under the mounting and protection plates, my guess original putty of some type. The bailers had silicon caulk, which I know cannot be original. Thanks.

Also, my centerboard has circular plastic (teflon?) sheets about a foot in diameter on either side centered on the rotation points. It appears intened to aid operation. Are these standard? I have not seen mention of them anywhere. Strange thing is that it had 2 of these sheets on one side and only one on the other ???? Just curious if anyone knows where there should be more than on per side.
