Sorry y'all, I missed prevous postings and didn't notice some of the pix sans any bolts. My boat, which I just got, has a couple 1/2" bolts throught the thwart holding it to the centerboard trunk. (and no, they don't go through to the well.) Maybe it was warped at one time and they were needed to hold it down :P . II have it off now and that doesn't seem to be the case. Otherwise it seems to makes no sense. It doesn not appear to be an attempt to fix another problem, since there is no apparent structural damage near this. In fact the centerboard well and trunk look very good. So, I am confused (again)!
