Rudder Downhaul ... Simply Shocking

Ok, looking for a little help, as usual. PO, it seems, had riggged a shock-cord arrangement on the rudder downhaul. All of the uphaul and downhaul lines and cleats need to be replaced so was wondering if this shock-cord arrangment is standard and/or is common? I presume no on has an original setup and can say if it was a shock-cord arrangement. It is not mentioned in any documentation I was able to get. Next question, any thoughts on the arrangement? How much tension does it take to keep the rudder down if I was to use a similar arrangement? Single strand, loop, etc.? Having owned 3 other boats of 16 feet and above, I never had a rudder downhaul, only an uphaul for trailering/launching purposes, or none. Thanks in advance.
