Gene, Mine has shock cord (bungee) on it as well and I feel that its original. It not a downhaul however. The downhaul is a static line that clam cleats underneath the tiller arm, I would have to look at the setup closer to really get an idea how it all works. I might be able to photograph the set up if you need. Robert
