Rubrail issue

I had to get off the boat farther forward than usual the other day and noticed that the rubrail (inner part) has come loose from the boat for a stretch along the side deck. There were a couple detached pieces of aluminum I took to be the remains of rivets. Is this a major structural issue (hull-deck joint) or just yet another place where water might be getting into the foam?
