^ what he says in fewer words. i have repaired the rail on my boat, and my dads many a time. The old rivets break off due to corrosion and age, doesnt take much of a bump to break them. Just drill a new hole next the old one, and install a new rivet. fill the old hole with some rtv if you are concerned about moisture.
