It's because the boat has so much flotation and so much beam. It's hard to get onto the centerboard (assuming it's down) because you have so much boat to get over, and then there's a lot of boat sticking up there catching the wind. Other boats with a lot of flotation also tend to turtle (I have a friend who once turtled a Vanguard 15 four times in a row), but you have better odds of stopping it.
