Weight of Crew?

This is a real academic question, but I just read through the 5.2 rules and did not find an answer.
Suprisingly, BW listed that an outboard might or might not be required to be carried in a racing 5,2, but if one were not carried they stipulate that ballast weight be carried in lieu of the motor.
With that level of precision, you'd figure that they'd say what the crew weight should be. Since crew weight can be a major factor in dinghy racing, has there been any discussion/decision of total crew weight in a racing Harpoon? Looking at the Regatta pics, there seemed to be quite a variety in the total mass of the crews. No offense to anyone, you understand...
