Could you elaborate?

I've heard that the winds WILL be big (>20) with big waves too. But when I went to check Toronto climate numbers, it said average wind speed for July is 8. Which is more likely or can't you predict? Also what do you mean by the "Lake turning" and how can I find out what it is likely to be. There's a big difference between >20 and 8 and between 68-70 and low 50's! I'd like to be prepared before I get there. I have foulies, but no wet suit. I'd hate to invest in the latter and then find 4 days of 5-10 in calm water.

Thanks for your help.
